New CMR form in 2025: main changes and completed worksheet

On January 3, 2025, Order of the Ministry of Communities and Territories Development of Ukraine No. 1332 came into force. It approved a new form of CMR consignment note (CMR).

What has changed for transportation participants? How to fill out the new CMR form? We will tell you in the article.

New form of CMR: what has changed

According to the Law of Ukraine «On Road Transport», the CMR consignment note must contain information on:

• date and place of drawing up;
• consignor;
• consignee;
• road carrier;
• vehicle;
• points of loading and unloading.

In the new CMR form, it is necessary to additionally indicate information about:

• place of assembly;
• additional information about the vehicle (length, height and width of the vehicle, as well as the total weight with cargo);
• point of loading/unloading.

The new requirements require that the «Consignor», «Road carrier», and «Consignee» fields contain not only the name or full name, but also the taxpayer code or individual tax number.

How to draw up a consignment note using the new form

The new form is specified in Annex 7 to the Rules for the Carriage of Goods by Road in Ukraine. Let’s take a closer look at how to properly fill in the details according to the new requirements.

Information about the parties to the transportation

The new CMR form must contain information about the following parties to the transportation: consigner, road carrier, driver, consignee.

The new version of clause 10.8 of the Transportation Rules does not specify the customer of transportation in the waybill. Instead, the role of the shipper is defined. This is the person who provides the carrier with the cargo for transportation and enters the relevant information in the consignment note or other document for the cargo specified by law.

Information about the consigner, carrier, and consignee includes the name and identification number (passport number). The location is not required.

The driver’s data additionally includes the driver’s license number.

This information is required so that employees of the State Transport Safety Service can identify the participants in the transportation if necessary. If this condition is met, the text description of the fields can be shortened (for example, initials instead of first and last names).

If, due to the company’s business processes, it is necessary to indicate additional participants in the transportation (e.g., customer, freight forwarder, etc.) or other data (e.g., addresses of the companies involved in the transportation) in the CMR, you can add fields to the waybill form.

Information about the cargo

In the new CMR form, cargo information has been supplemented with new fields:

1. If participants are transporting animal carcasses, the CMR must contain animal identification data. These details confirm the connection between carcasses, half-carcasses, quarters, cuts and pieces of meat and the animals from which they were obtained.
2. In the case of transportation of food products of animal origin, the consignment note must contain information on their storage conditions (temperature regime).

Vehicles used for the transportation of food products must be registered in accordance with the requirements of Article 25 of the Law of Ukraine «On Basic Principles and Requirements for Food Safety and Quality».

Information about the vehicle

In addition to the brand and registration number of the vehicle and trailer, the new CMR form must indicate the dimensions of the vehicle (length, width, height), the total weight/weight with cargo and the gross weight.

If it is not possible to weigh the loaded vehicle, this indicator is determined based on the weight specified in the registration certificate. The weight of the cargo is added to it (if the cargo is transported in a container, its weight is also added).
