Electronic consignment note in domestic transportation: news from the state

On May 30, the Cabinet of Ministers of Ukraine adopted a resolution to launch a pilot project on the introduction of an electronic consignment note (eTTN) in domestic cargo transportation. The project will be implemented by the Ministry of Communities, Territories and Infrastructure Development over the next two years.

What is the government proposing?

The digitization of consignment notes in Ukraine has been underway since 2019. The project is being implemented by the Ministry of Communities, Territories and Infrastructure Development and the Ministry of Digital Transformation.

The eTTN offers numerous advantages for businesses and the state. Primarily, it minimizes time and resources, limits the influence of the human factor, and minimizes corruption risks. The eTTN facilitates rapid information exchange between all parties involved in transportation. Additionally, the digital consignment note mitigates the risk of document loss and damage.

As part of the project to introduce electronic consignment notes in domestic cargo transportation, the eTTN system will be integrated with other state information resources. These include:

  • the weight-in-motion (WIM) system;
  • a unified register of consignment notes for the transportation of alcoholic beverages;
  • the unified state system of electronic timber tracking;
  • information systems of Ukrtranssafety, etc.

The project aims to standardize the use of eTTNs for the transportation of goods requiring special forms, including:

  • dairy products;
  • bread and bakery products;
  • wood;
  • ethyl alcohol and alcoholic beverages;
  • petroleum products, etc.

As part of the project, the Ministry of Communities, Territories and Infrastructure Development plans to adopt a procedure for the operation of the eTTN system within three months. This procedure will determine the following:

  • a technical administrator of the project;
  • the procedure for joining the project by ODE providers;
  • the procedure for interaction between project participants.

Companies interested in participating in the eTTN project may opt to join the eTTN system on a voluntary basis. To do so, please contact the operator of the electronic document workflow platform, which serves as a project partner.

Currently, there are 25 providers involved in the project. Once the procedure of the eTTN system operation comes into force, other companies will be able to join.

The Vchasno service is among the project partners. Following successful beta testing, electronic consignment notes created in Vchasno.TTN are now automatically registered in the central database.

Vchasno.TTN has implemented interoperability between providers, enabling users to sign electronic consignment notes created in the services of other companies that have joined the project.
