How will the national cashback work and how will it impact the work with PRRO?

On September 2, the National Cashback program was initiated in Ukraine. A 10% reimbursement will be provided to buyers for the cost of purchased Ukrainian goods. This information was provided by the Ministry of Economy of Ukraine. This article outlines the benefits of the program, how to participate, and its potential impact on work with RROs.

What does the National Cashback program provide for?

As the Minister of Economy of Ukraine Yuliya Svyridenko reported, 7 retail chains have joined the program, and 40 more will join in the near future. More than 38,000 products from 600 Ukrainian manufacturers are registered in the program.

Ukrainians will receive 10% cashback for the purchase of these goods — from UAH 2,000 to UAH 3,000 per month. Only non-cash purchases indicated on the fiscal receipt will be reimbursed.

To receive cashback, you need to open a social bank account – through the application or in a branch. You also need to add the “National Cashback” service and activate the bank card in “Dia”. She will be compensated every month.

Buyers will be able to use the funds to pay for:

  • utility bills and medical services,
  • sports activities,
  • theater and movie tickets,
  • restaurant bills,
  • transportation services,
  • mobile communication
  • or assistance to the Armed Forces of Ukraine.

How can entrepreneurs join the program?

The program is open to retail chains, shops, and online stores that sell goods manufactured in Ukraine. To qualify for the program, entrepreneurs must be registered under the general taxation system and accept payments by bank cards.

To participate in the National Cashback program, an entrepreneur must register on the Diia portal. In the “Business” section, they must complete the following steps:

  • fill in the form “List of manufacturers and sellers of Ukrainian goods”;
  • specify the combination of RRO and MerchantID fiscal numbers;
  • indicate the addresses where the goods are sold;
  • sign the application with an electronic signature.

What will change in the work with PRO?

It is a requirement for participants in the National Cashback program to comply with certain conditions when working with RROs or PRROs. In particular, cash registers must be configured to ensure that the fiscal receipt contains all the necessary details for reimbursement. The National Cashback program website provides technical requirements for cash registers and instructions for setting them up.

The fiscal receipt must include a barcode for the goods manufactured in Ukraine. Additionally, the barcode is transmitted to the tax service’s server.

The cashback will be applied to the purchase of goods made via cashless payment methods only. Accordingly, the fiscal receipt must reflect the data associated with the electronic payment instrument. In the event that a seller accepts payment through a terminal, the EPI data must be indicated on the receipt.

In the event of a return, the return receipt must include the data from the sales receipt. As part of the National Cashback program, this will help to prevent any potential abuse by customers.
