Starting in November 2025, the Ministry of Community and Territorial Development of Ukraine will begin accepting applications for testing the eTTN system from electronic document management providers. This was reported by the ministry’s press service.
System testing and provider accreditation are key steps on the path to the mandatory implementation of eTTN in Ukraine. This project is being implemented by the Ministry of Development team in conjunction with Ukrtransbezpeka, with the State Enterprise «Industry Center for Digitalization and Cybersecurity» acting as the technical administrator.

Key dates and stages of implementation
According to the Ministry of Development, the implementation of eTTN will take place in several stages:
- December 2025 — the first electronic consignment notes are expected to be registered in the system. Businesses will be able to fully use eTTNs from connected operators. Ukrtransbezpeka inspectors will begin checking electronic TTNs without requiring paper duplicates, as electronic TTNs will have the same legal force as paper ones.
- May 2026 — plans are in place to enable the use of TTN adjustment acts and complete the main modernization of the system.
- Mid-2026 — plans are in place to complete work on special eTTN forms and regulate the mandatory use of eTTNs at the legislative level, including definitions.
How can companies switch to electronic consignment notes?
To join the eTTN system, transport and logistics companies must:
- contact the electronic document management platform operator — a project partner;
- after completing testing, obtain information from the operator about connecting to the system;
- exchange electronic waybills instead of paper ones in accordance with their own business processes.
Among the providers participating in the project is the company Vchasno. It has joined the test environment and is undergoing accreditation.
