Postponement of e-excise duty: what will change for businesses and consumers in 2026

Electronic excise duty is a digital system for accounting for excisable goods, which is intended to replace paper excise stamps for alcohol, tobacco products, and e-cigarette liquids. Its introduction is considered a key step toward a more transparent market and more effective control over the circulation of such products.

However, the Cabinet of Ministers of Ukraine has decided to postpone the launch of e-excise until November 2026. In this article, we will explain why the government made this decision, what the new deadlines for implementing the system are, and what this means for manufacturers, importers, and the market in general.

What has changed: new dates and rules

The main change concerns the timing of the introduction of electronic excise duty. According to the resolution of the Cabinet of Ministers of Ukraine, the date of mandatory use of the electronic system for the circulation of excisable goods and electronic excise stamps has been postponed from January 1, 2026, to November 1, 2026. In fact, this is a postponement of e-excise for almost 10 months, which gives businesses additional time to prepare for the new requirements.

Until the full launch, the system will operate in test mode. The transition period for e-excise will last until October 11, 2026. During this time, manufacturers and importers will be able to familiarize themselves with the functionality of e-excise, work out internal processes, and identify technical or organizational problems without the risk of violating mandatory rules.

At the same time, the government has allowed the continued use of paper excise stamps. Businesses can continue to use the old stamps until the mandatory launch of the electronic system, and the deadline for their return is set for May 1, 2027. This reduces the risk of downtime and losses for companies that have remaining paper stamps.

The updated resolution also provides for the introduction of an additional quality standard for the printing of electronic excise stamps. The graphic element of the DataMatrix code can now comply with grade B of the ISO/IEC 29158 standard, which expands the technical capabilities of marking.

Why was the e-excise tax postponed?

Відтермінування е-акцизуThe government explains the decision to postpone the launch of electronic excise duty by the need to ensure a stable and secure transition to the new system of accounting for excisable goods. The Ministry of Finance emphasizes that both the state and businesses need additional time to avoid technical and operational risks.

Among the key reasons for the postponement are:

  • The need for technical readiness of the system. The testing period for the electronic system software has been extended until October 11, 2026, inclusive, allowing for the completion of configuration and verification of the stability of the e-excise system without the pressure of a mandatory launch.
  • Additional time for businesses. Companies have been given the opportunity to gradually prepare for new digital administration tools, adapt internal processes, and train staff.
  • Smooth transition without disruptions to trade. The phased implementation of the system reduces the risk of supply stoppages, product labeling issues, and disruptions in distribution chains.

According to the government’s plan, this approach should make the transition to e-excise in Ukraine controllable and predictable for all market participants.

What are the benefits and risks for businesses?

The postponement of the launch of e-excise gives entrepreneurs a significant amount of time to prepare for digital changes. Until the system is fully launched, companies can continue to order and use paper excise tax stamps, in particular from January 1, 2026. The Ministry of Finance emphasizes that this decision ensures the continuity of production and trade in excisable goods, and the deadline for returning paper stamps has been postponed to May 1, 2027.

The benefits for businesses are obvious: more time to adapt ERP and accounting systems, test new processes, and train staff. In addition, a well-prepared transition reduces the risk of technical errors and helps avoid penalties from the first day of mandatory e-excise implementation.

At the same time, there are potential risks. The delayed launch means a later transition to full digital control, which may affect competition in the legal product market.

That is why businesses should use this pause as effectively as possible — in particular, by integrating modern cash register and accounting solutions. The services and ecosystem of Vchasno.Kasa help you build transparent accounting processes and prepare for e-excise without stress.

What can consumers expect?

For end consumers, e-excise means the ability to easily check the legality of alcohol, tobacco products, and e-cigarette liquids directly in the Diya app before purchasing. This will help protect against counterfeits, find out the history of the product, and report violations, ensuring market transparency and product quality control, which should come into effect after the full launch of the system in 2026.

At the same time, the additional transition period gives manufacturers and retailers time to adapt, reducing the risk of supply disruptions and sudden changes in product range. Until November 2026, buyers may also encounter products with old paper excise stamps, which is not a violation and complies with the current rules for the circulation of excisable goods.
